An FAA Designated Airworthiness Representative (DAR) is a private individual appointed by the Federal Aviation Administration (FAA) to act on its behalf in inspecting, and certifying aircraft for airworthiness. DARs help aircraft owners, traders, airlines and MRO's bypass FAA staff shortages for tasks like issuing airworthiness certificates, export approvals, and flight permits.
Examples are
foreign registered aircraft that change to US registration may obtain FAA airworthiness certificate upon satisfactory compliance with FAA airworthiness requirements
aircraft exiting US registration may obtain FAA Export Certificate of Airworthiness from a DAR per 14 CFR § 21.329, or
US registered aircraft that may or may not meet airworthiness requirement and require Special Flight permit to ferry to maintenance base for repairs or inspections, can be supported by a DAR
